Ontario’s online casino market undergoes regulatory changes

The Alcohol and Gaming Commission of Ontario (AGCO) has updated its regulatory framework for online casino gaming.

The AGCO has implemented amendments to the Registrar’s Standards for Internet Gaming to ensure safe and fair practices for marketing and advertising. The updated standards help curtail the marketing of iGaming toward minors and the use of athletes in gambling advertisements.

“This approach offers greater flexibility for regulated entities to make decisions that best suit their business needs while meeting the regulatory outcomes,” said the AGCO.

The new requirements, which went into effect on Feb. 28, include the prohibited use of cartoon figures, social media influencers, and celebrities who are likely to appeal to minors in all materials and communications provided by operators. Operators are also barred from using active or retired athletes who have secured deals with gambling companies. However, athletes may be used in marketing exclusively for promoting RG practices. The AGCO’s new standards also call for a lack of marketing toward high-risk players.

Last year, the AGCO fined three iGaming operators for breaching its standards. The operators, which included LeoVegas, Bunchberry, and Mobile Incorporated, were issued fines for providing games in Ontario that were not approved by the AGCO Registrar. Mobile Incorporated also violated rules by providing games offered by an unregistered supplier.

The Malta-based iGaming operator was handed a $30,000 fine while MGM Resorts-owned LeoVegas was issued a $25,000 fine. Bunchberry was ordered to pay the AGCO $15,000.

The AGCO had previously amended its standards in 2022, which led to the operators’ fines.

NEO.bet lands online casino partnership with Push Gaming

Push Gaming has secured market access in one of North America’s largest online casino markets.

The B2B gaming supplier has announced a new partnership with online gambling operator NEO.bet to provide content for its iGaming operations in Ontario. The most populous province in Canada authorized regulated sports betting and iGaming in 2022.

“Push has one of the most vibrant and invigorating range of slots in the market today so we had to make sure they were part of our online offerings,” said NEO.bet Head of Casino Simon Erpenbach. “We pride ourselves on providing the very latest in entertainment for our loyal customers and this partnership with Push fits the bill perfectly.”

As part of the partnership, Push Gaming’s portfolio of slots games, including popular titles Razor Returns, Jammin’ Jars and Big Bamboo are available to Ontario NEO.bet users.

Global expansion for Push Gaming

Push Gaming’s partnership in Canada comes after the company registered with the Alcohol and Gaming Commission of Ontario in 2022. The registration allows Push Gaming to secure partnerships with gambling operators that have wagering licenses in the province.

The London-based company has also continued to expand its reach in Europe. Last month, Push Gaming announced an agreement with gambling operators Novibet and Betsson to expand its online content in Greece. Push Gaming had previously secured a deal with Kaizen Gaming to exclusively provide content in Greece. The deal expires this year.

MGM Resorts International acquired Push Gaming in September 2023 through its LeoVegas subsidiary and the LeoVenture investment fund. The transaction, which marked LeoVegas’ first major investment under MGM, saw Push Gaming maintain its management team.

WSOP Circuit coming to Great Canadian Casino Resort Toronto

Over a decade ago, Black Friday displaced a number of poker players to Canada, and Toronto in particular, became a hub for those hoping to keep playing online poker. Now, it is about to become a hotbed of live poker action as well.

Great Canadian Casino Resort Toronto will work in tandem with GGPoker to bring a World Series of Poker (WSOP) Circuit event to the property from March 22-April 1.

“We are thrilled to collaborate with GGPoker to bring the World Series of Poker to Toronto for the first time. This is a fitting milestone that will create further momentum for our recently opened 30-table poker room at Great Canadian Toronto, Canada’s newest and largest casino resort,” stated Robert Katsavelos, General Manager, Great Canadian Casino Resort Toronto. “We are excited to welcome tournament participants from across the North American poker community and from right here in the City of Toronto and are certain that this event is going to be a huge success.”

The tournament series will feature eight Circuit Ring events including a $2,000 buy-in Main Event and a $3,500 buy-in High Roller tournament. GG Poker powers the WSOP.com Ontario platform in the province and will utilize the online site to satellite entries into the land-based series.

The site is also leveraging the popularity of GGPoker Ambassador and Canadian Daniel Negreau.

“I have been playing WSOP events around the world for over 25 years,” said Negreanu. “There is something quite special about being able to finally compete in one in my hometown.”

The full schedule for the series and the satellite events is still pending and could change.

Great Canadian Casino Resort Toronto opened up its massive, resort-style facility last July. The $1 billion property includes over 328,000 square feet of gaming space including a poker room.

Ontario’s gaming regulator adds new member to leadership team

Ontario’s gaming regulator has added a new member to its leadership team.

The Alcohol and Gaming Commission of Ontario (AGCO) has announced Joseph Hillier as its new Chief Strategy Officer and Corporate Secretary. Hillier has joined the AGCO after serving as the Chief of Staff of Ontario Attorney General Doug Downey’s office.

Hillier, who had worked for Downey since 2018, steps into his new role with experience in policy and regulation in cannabis, gaming, and horse racing. Hillier was also a strategic and legal advisor during Ontario’s path to becoming Canada’s first regulated iGaming market.

The Queen’s University and McGill University graduate has also held roles in the private sector. Between 2011 and 2015, Hillier served as Counsel for the Royal Bank of Canada before serving as a Business Development Manager for law firm Norton Rose Fulbright.

Hillier is the latest new hire by the AGCO following its appointment of Brent McCurdy as Chief Legal Officer last month. McCurdy, who has been a part of the AGCO’s leadership team for over a decade, previously served as its Deputy Chief Operating Officer and Deputy Registrar. He also held the role of Director of Policy and Director of Corporate Affairs.

McCurdy and Hillier are poised for success as AGCO employees as the regulator was named one of Greater Toronto’s Top Employers for 2024. The AGCO was selected for its community involvement, benefits, workplace culture, and people-first approach.

Stakelogic continues Ontario expansion as it partners with Betty Casino

Stakelogic has agreed a deal to provide its range of online slots and live casino products to Ontario-based operator Betty.

This deal continues Stakelogics expansion into the Ontarian market and follows last month’s announcement of a partnership with Rootz Casino in the province.

Betty’s customers will now be able to experience Stakelogic’s online slots, which includes titles like Wild Wild Bass 3, Wild Hogs and Pigeon Hut, and live casino games such as Blackjack and Roulette.

PowerPlay.com’s success boosted by soccer betting

PowerPlay.com’s success in the Canadian gaming industry is in part due to the unexpected rise in soccer betting.

This is according to the company, which outlined its success in becoming a ‘standout contender’ in the Canadian gaming industry.

Record number of users in Ontario igaming quarter

Igaming Ontario reported there were over 1.2 million active player accounts in the province during Q4 2023. This number was up 31.9% year-on-year and also the first time active accounts had hit the seven figure mark during a quarter.

$17.2 billion was wagered across the period which generated $658 million in revenue for Ontario’s operators. These numbers were up 49.2% and 44% respectively year-on-year.

Great Canadian Entertainment appoints new CFO

Casino operator Great Canadian Entertainment has announced the appointment of Pauline Alimchandani as its new Chief Financial Officer (CFO), effective March 31. The company is looking to bolster its financial and operational foundations across its expansive portfolio of 25 entertainment locations throughout Ontario, British Columbia, New Brunswick and Nova Scotia.

“I am delighted to welcome Pauline to our exceptional senior management team. Her extensive public company experience and deep record of successful leadership roles in finance, capital markets, and financial reporting will be immensely valuable as we continue to remain focused on delivering long-term growth and creating value for our stakeholders in a socially responsible way. Alimchandani arrives at Great Canadian from a role as Chief Financial Officer for Northland Power, where she was named one of Canada’s 50 Best Executives and received Canada’s Clean 50 award for her contributions to financial management and sustainability practices.

“I am very excited to join Great Canadian and see [a] significant opportunity to build upon the Company’s strong financial and operational foundation while developing capabilities that further establish the Company’s competitive advantage,” said Ms. Alimchandani about her appointment.

Current CFO Darren Gwozd will step down at the end of March, and Anfinson paid tribute to his efforts in the role. “Darren has been a valuable member of our Finance team for more than six years and has helped lead our organization through a transformational period. On behalf of the Board of Directors, the senior management team, and Great Canadian’s team members, we want to thank Darren for his many years of leadership,” he added.

In addition to its leadership changes, Great Canadian has been actively enhancing its guest experiences. Recent initiatives include the launch of the Great Canadian Rewards Online program in Ontario and a partnership with celebrity chef Gordon Ramsay to introduce signature dining experiences at its British Columbia properties.

High 5 Games grows in to Alberta and British Columbia

The iGaming world is one of near relentless competition, as hundreds of new titles vie for players’ attention in the slots lobbies of major operators. How to stand out from the crowd is a task that has defeated many talented creative people, but the team at High 5 Games are not among them.

Under the leadership of Founder & CEO Anthony Singer, the games developer has consistently found ways to innovate, entertain players, and drive revenues for operators since its launch in 1995. Hitting the jackpot

Another hugely-anticipated step forward is the imminent launch of High 5 Jackpots, which is set to debut in the company’s home market of New Jersey. While proud of how High 5 has honed the practical side of the business, it is perhaps no surprise that Singer also remains massively enthusiastic about games and the entertainment they provide. After all, he is the man behind some of the biggest success stories in the history of video and online slots.

Alberta Eyes Online Gambling Launch

Alberta is setting the stage to become Canada‘s next province to embrace online gambling and sports betting, following in Ontario‘s footsteps. 

Minister Dale Nally of Service Alberta and Red Tape Reduction is spearheading the initiative, aiming to establish Alberta as a leading hub for igaming and sports betting as outlined in the mandate issued to Minister Nally on July 24, 2023. 

The mandate states: “Working with Indigenous partners, finish developing and implementing Alberta’s online gaming strategy with a focus on responsible gaming and provincial and Indigenous revenue generation.” 

“Alberta can be a leading hub for igaming, with a strong emphasis on openness and a free market. We have low corporate taxes, streamlined regulations, and high disposable incomes. These conditions will allow us to establish ourselves as a premier destination for the iGaming industry,” Nally’s office told PlayCanada. 

Currently, Alberta’s online gambling landscape is limited to PlayAlberta, a government-owned platform. 

Despite interest from major players in the online sports betting sector, Alberta has yet to open its market to third-party operators. This has led to calls for overhauling the province’s gambling regulations to allow for a more diverse and competitive market similar to Ontario’s model.

The Alberta Court of Appeal’s decision in April 2023 to uphold the Alberta Gaming, Liquor and Cannabis Commission‘s (AGLC) right to operate PlayAlberta further solidified the province’s ability to manage online gambling. This decision is a step toward expanding Alberta’s gaming options, addressing the challenges posed by unregulated international sites, and keeping gambling revenues within the province.

As Alberta works towards launching its online gambling market, the emphasis is on creating a responsible and inclusive gaming environment. The efforts to collaborate with Indigenous partners and focus on revenue generation for both provincial and Indigenous communities are clear. 

While the exact timeline for the launch remains unspecified, Minister Nally’s commitment suggests that Alberta is on a clear path to becoming Canada’s second province to offer comprehensive online gambling and sports betting options.

Ontario’s Online Gambling Legality Challenged

The Mohawk Council of Kahnawà:ke (MCK) has initiated a legal challenge against Ontario‘s regulatory framework for online gambling, arguing that the current model is illegal. 

This case, due to be heard next week, could have significant implications for Ontario’s unique position in Canada’s online gambling market.

The standoff occurs in a province that has embraced a competitive online gambling market since April 2022. Ontario saw $17.2bn wagered through 72 private websites in just three months last year. The province has leveraged this market to create more than 12,000 full-time equivalent jobs and contribute almost $1.6 billion to the local economy in its first year.

MCK’s factum states that “In April 2022, iGaming Ontario launched its igaming scheme, which purports to allow private third-party operators to offer online gaming to residents of Ontario. The sites offer all forms of online gaming, including casino, poker, and sports wagering. The private operators are registered with the AGCO and retain 80% of the gross profits generated by their sites”

This, they claim, means that iGO is acting more like a regulator than a conductor and manager of gambling, which is contrary to federal law.

iGO insists it controls critical aspects of the iGaming regime. “iGO controls the games, the money, the data, the advertising, and retains ultimate discretion over conduct and management,” reads the agency’s Jan. 19 factum. The agency maintains that its model is in line with the Criminal Code’s provision allowing provinces to conduct and manage gaming “in accordance with any law” enacted by the legislature.

The auditor general of Ontario also voiced concerns prior to the launch about Ontario’s model for internet gambling, suggesting that it passes “a significant amount of business risk and strategic decision-making power to private gaming operators.” 

Despite these warnings, the Ontario government launched its igaming market with private operators like BetMGM, DraftKings, and FanDuel, confident that its design complies with federal law. In December 2023, the office of the auditor general reiterated its concerns, referencing the MCK lawsuit in its contents.
