Inspired Launches iLottery with Loto-Québec

New York-listed gaming supplier Inspired Entertainment has announced it has agreed a deal to launch its iLottery games for the very first time through a partnership with Loto-Québec.

Loto-Québec, a long-time customer of Inspired that currently offers the company’s interactive casino content on its iGaming site, lotoquebec.com, will become the first customer to launch Inspired’s iLottery games.

Inspired is expected to launch its first new iLottery games, Scarab Treasures and Fruit Drop Scatterdrops, in 2022.

“We see our entry into the iLottery market, with Loto-Québec as our first customer, as an important strategic step for our company, which we are very excited about,” said Inspired president and chief operating officer Brooks Pierce. “Our management team has extensive experience in the global lottery market, which is estimated to be over $300 billion, and we view iLottery as a significant potential growth opportunity, poised to see higher adoption by lotteries worldwide.”

Loto-Québec director of lottery products & development, Anne-Marie Voyer, added: “Inspired’s online casino content has proven popular with our customers and we are glad to be their first customer in the iLottery market. We are looking forward to collaborating with Inspired to feature some of our successful retail brands in their digital lottery games.”

Striking Workers Reach Agreement with Shorelines Casino Belleville

Striking workers at Shorelines Casino Belleville in Ontario have reached an agreement with the casino that will see them get an average 13 per cent pay raise, rising to 24 per cent for some of the other classifications at the Bell Boulevard gaming facility.

The Belleville Intelligencer reports that Unifor Local 1090 workers at the casino had been on strike for five days before 92 per cent of the membership voted to accept their very first collective agreement with the employer.

Corey Dalton, president of Unifor Local 1090, said in an interview that “the three-year agreement addresses a lot of issues we had such as wages obviously.”

“Clearly the workers are happy. The general feeling of the workers that were there was very positive and they will be returning back to work tomorrow. They’re eager to get back to work, they’re definitely eager to get back to work under the new collective agreement,” Dalton said, per the Intelligencer.

The strike had commenced at 1 a.m. on October 22, with picket lines erected later that morning.

Local 1090 members at Shorelines Belleville had rejected a previous offer by a majority of 84 per cent on October 20.

Chuck Keeling, executive vice-president, Stakeholder Relations and Responsible Gaming, Great Canadian Gaming Corp. which owns the casino, said the company was pleased with the ultimate outcome of the negotiations.

“We are very pleased that the Unifor members of Shorelines Casino Belleville have accepted our latest offer. The agreement is a fair and reasonable one for both parties, and with the Ontario provincial government’s recent announcement allowing casinos to return to full occupancy, our team can now concentrate on the rebuilding of the business from the impacts of the pandemic and the important economic impact Shorelines Casino Belleville generates for the community,” Keeling said in an emailed statement to the Intelligencer.

In a joint statement following the conclusion of talks, both parties said “the contract reduces the cost of extended health benefits by 50 per cent and increases the number of Shorelines Casino Belleville workers who will have access to the health plan by lowering the threshold from 28 hours worked per week to 24.”

Before the ratification vote, Great Canadian Gaming had reportedly been seeking a court injunction this week to remove picketing workers from the entrance of the Bell Boulevard entrance to the casino. That has now been abandoned.

Shorelines Casino Belleville remains open to patrons.

Unifor Local 1090 represents 93 workers at the casino in table games, slots, food and beverage, kitchen and culinary, facilities and housekeeping, guest services, and cashiering.

Overall, Unifor is Canada’s largest union in the private sector, representing 315,000 workers in every major area of the economy. The union advocates for all working people and their rights, fights for equality and social justice in Canada and abroad, and strives to create progressive change for a better future.

“I am very impressed with the solidarity and activism of the Shorelines group in Belleville,” said Jerry Dias, National President of Unifor, per Global News. “The employer tried to test their determination, but our members stayed strong and succeeded in winning important gains.”

Canadian Investment Company Brookfield to Buy Scientific Games’ Lottery Unit for $6B

Scientific Games has announced that it will sell its global lottery business to Canadian investment company Brookfield for US$6.05 billion, in a move it says will help it cut debt and pivot to a gaming and digital content provider.

The transaction is expected to close in the second quarter of 2022, subject to applicable regulatory approvals and customary closing conditions.

The Las Vegas-based slot machine maker had announced at the end of June that it would be divesting its sports betting and lottery businesses as part of a broader aim to focus on its digital operations. In late September, it sold its sports betting division, OpenBet, to Endeavor Group Holdings Inc for US$1.2 billion in cash and stock.

Bloomberg reports the lotto business had drawn interest from suitors including Apollo Global Management Inc., which acquired Great Canadian Gaming Corporation in September. Scientific Games also reportedly considered taking the unit public in Australia.

Now, it has agreed to sell SG Lottery to the flagship unit of Toronto-based Brookfield Asset Management in a deal consisting of around US$5.83 billion in cash and an additional payment of up to US$225 million based on meeting certain profitability targets in 2022 and 2023. Brookfield said the deal would be funded with about US$2.6 billion in equity, of which 30 per cent will be raised through existing funds and the rest from its institutional partners.

Scientific Games sells wholesale lottery system services in more than 50 countries, including numerous Canadian provinces, and provides a suite of turnkey solutions covering the entire lottery ecosystem, including instant and terminal-generated lottery games, sports betting, lottery systems and retail technology, and the fast-growing iLottery market.

Scientific Games estimates its lottery products and services power approximately 69 per cent of instant product retail sales globally. The company said last month that it expects SG Lottery to break US$1 billion in revenue this year.

“This transaction is transformative in accelerating the delivery of our stated strategy to optimize our portfolio, aggressively de-lever our balance sheet and position us to invest in future growth. We conducted a thorough review of paths to divest the Lottery business and we are confident that this transaction maximizes value and certainty while minimizing complexity and execution risk, and positions both Scientific Games and SG Lottery for continued success along their unique growth trajectories,” said Barry Cottle, President and Chief Executive Officer of Scientific Games.

“The significant near-term proceeds from this transaction as well as our previously announced sale of Sports Betting will transform our balance sheet and provide the financial flexibility to invest organically and inorganically to accelerate our strategies. This marks a major milestone and puts us on a clear path to achieve our vision to become the leading cross-platform global game company and unlock our full value for shareholders.”

SG Lottery will remain headquartered in metro-Atlanta with operations expected to continue around the world.

Saskatchewan Charitable Gaming Grants Drop Significantly from Pre-Pandemic Levels

The government of Saskatchewan has announced that groups and organizations that conduct charitable gaming activities are benefiting from more than $900,000 in grants from its charitable gaming grant program.

That represents a significant decrease from the amount given in the same period in 2019, the last year before the gaming industry was hit by the effects of the pandemic.

From April 1 to June 30 in 2019, the government gave out close to $2.7 million in charitable gaming grants, reports CBC.

Groups that raise funds through licensed charitable gaming (bingo, raffles, breakopen ticket sales, Texas Hold ’em poker, and Monte Carlo events) receive a quarterly grant equal to 25 per cent of net proceeds raised through these activities. Groups that conduct licensed charitable gaming activities and events do not have to apply for the charitable gaming grant. Charitable gaming reports submitted by groups and organizations are used by the Saskatchewan Liquor and Gaming Authority (SLGA) to calculate grants.

Among the grants provided by SLGA during the most recent quarter, Moose Jaw and surrounding area received $113,462, Humboldt and surrounding area got $110,931, Swift Current and surrounding area received $65,847, Estevan/Weyburn and surrounding area was given $51,190, and Lloydminster and surrounding area were the beneficiaries of $45,239.

“Charitable gaming grants provide a financial boost to volunteer groups and organizations across the province,” Minister Responsible for Saskatchewan Liquor and Gaming Authority Jim Reiter said. “Their work helps to enhance local communities in many different ways and our government is proud to provide this additional support to more than 300 groups and organizations.”

David Morris, the manager for communications and public education for the SLGA, admitted the pandemic did have an effect on charitable gaming.

“There were a lot of sports teams that didn’t play because of the pandemic, so that impacted charitable gaming,” he said. He noted that there are generally fluctuations from quarter to quarter depending on when the groups decide to hold their games, but the pandemic also meant many events like bingo nights had to be cancelled.

DraftKings Walks Away From Entain Deal for Foreseeable Future

DraftKings has confirmed after weeks of speculation that it will not be pursuing a takeover of UK betting and gaming group Entain in the near future, emphasizing that it is “highly confident” in its own technology, product, and brand.

In late September, Entain had announced it had received an improved acquisition offer from DraftKings, reportedly worth in excess of US$20bn, after rejecting DraftKings’ first buyout offer.

Against an extended deadline to respond of November 16, DraftKings has now walked away from the potential merger for the time being, although the company retains the right to disregard its statement should it come to further agreement with the board of Entain, if a third party makes a firm bid, or if Entain announces a “whitewash” proposal or reverse takeover.

“After several discussions with Entain leadership, DraftKings has decided that it will not make a firm offer for Entain at this time,” said Jason Robins, CEO and Co-Founder of DraftKings and Chairman of the Board. “Based on our vertically-integrated technology stack, best-in-class product and technology capabilities and leading brand, we are highly confident in our ability to maintain a leadership position and achieve our long-term growth plans in the rapidly growing North America market.”

Meanwhile, Entain maintained its confidence in its ability to maintain growth and deliver value for its shareholders whil achieving its goal of trebling its total addressable market to US$160 billion. It noted opportunities including establishing leadership in the North American market via its BetMGM subsidiary – operated in cooperation with MGM Resorts – expanding in current and emerging regulated markets, extending its interactive entertainment experience such as esports betting offerings, and increasing customer acquisition and loyalty while reducing acquisition costs.

Indeed, the status of BetMGM presented a major thorn in the side of a potential buyout, as a potential new owner of Entain would not be able to operate the product without the permission of MGM Resorts.

“The Board strongly believes in the future prospects of Entain, underpinned by its leading market positions, world class management team and industry-leading proprietary technology,” added an Entain statement. “Entain has an outstanding track record of growth having delivered 23 consecutive quarters of double digit online NGR growth, representing a three-year CAGR of 19 per cent across 2021.”

The company will now integrate its titles via Scientific Games with the British Colombia Lottery Corporation (BCLC)’s  PlayNow online betting service. B.C. players will then be able to access Live5’s titles, which include Sheba, Orb of Osiris, and Win In Rome.

“We are thrilled to have received the necessary approvals to launch our popular online slot content with the British Colombia Lottery Corporation and to players on its PlayNow site,” said Lloyd Butler, CEO at Live5. “Our games have been designed to deliver high levels of player engagement and entertainment via thrilling bonus features that offer plenty of big win potential. It has proved to be recipe for success in countless markets and we believe PlayNow players will enjoy the fun experience our content offers.”

Live5 also holds licenses throughout Europe, including in Spain, Sweden, and Italy.

“We believe the Canadian market has significant untapped potential and by applying for and receiving certifications such as this with the GEPB we are positioning Live5 for a long and successful future in the market with our operator partners,” added Butler.

Ontario Casinos & Gaming Centres Finally Free of COVID-19 Capacity Restrictions

Ontario casinos, bingo halls, and other gaming centres have no COVID-19-related indoor capacity restrictions to adhere to for the first time in over a year as of Monday, October 25.

Casinos and gaming centres, along with many other settings where patrons/customers are required to show proof of COVID-19 vaccination such as restaurants and bars, are now free to operate without capacity limits.

Until now, Ontario casinos had been forced to limit their capacity to 50 per cent. However, given the need for two-metre social distancing between machines, that often equated to more like one-third of full pre-pandemic capacity.

Gateway Casinos called the lifting of capacity restrictions a “game-changer.”

“A lot of heavy lifting will begin exactly at 12:01 a.m., but this is absolutely great news for us,” Rob Mitchell, director of communications and public affairs for Gateway, told CTV News

“We can essentially restore all our dormant slots, opening our tables, and all the social distancing limitations are removed. All those directional signs you see on the floor will be gone, most of the plexiglass will come down, and we’ll have full seating at our restaurants. We think we’ll be back to normal sometime late tomorrow (Monday) afternoon.”

That sentiment was echoed by Niagara Casinos, which has around 4,000 employees and operates sites including Fallsview Casino and Resort on the Ontario side of the U.S. border.

“(Friday’s) announcement from Ontario Premier Doug Ford is a great one for Niagara Casinos,” said Niagara Casinos president Richard Taylor, per the Niagara Falls Review. “The ability to be at full capacity and easing of physical distancing requirements is a welcome step in the right direction. We’re reviewing these new guidelines and are excited to continue welcoming back more of our outstanding guests and associates. As always, the safety of our guests and associates will remain our number one priority and our dedicated associates remain committed to providing the exceptional service you’re used to.”

In accordance with provincial public health mandates, guests will be required to show proof of being fully vaccinated against COVID-19 and wear a mask for the duration. Any purses or bags that are larger than 6.5 inches by 4.5 inches will not be allowed into the venue.

As well as the announcement regarding capacity limits, Premier Doug Ford also said on October 22 that proof-of-vaccination requirements will start to be lifted early next year, as long as COVID-19 trends don’t become concerning. That process will begin with casinos, along with restaurants, bars, and gyms, in January.

These are the next steps in the provincial government’s target timeline of lifting all pandemic restrictions by the end of March 2022.

Nova Scotia Still Weighing Up Pros & Cons of Online Casino

Nova Scotia’s government is still assessing the potential benefits and pitfalls of opening up a regulated online casino in the province.

Finance minister Allan MacMaster said the government’s focus has been on healthcare and housing since being sworn in at the end of August and he needs more time to assess the proposal.

“We’re a new government,” he said in an interview at Province House, per CBC News. “We want to talk about these things.”

In February, the former Liberal government that was then in power in the province cleared the way for sanctioned online gambling through the Atlantic Lottery Corporation. While a similar website has already been set up in New Brunswick, the Crown corporation is looking to have sites in all four Atlantic provinces.

Gambling brings significant revenue to the province each year. Having a provincially operated website could be a new revenue source while also affording certain features that other gambling sites do not, said MacMaster, similar to a core part of the thinking behind moves to open up a large-scale regulated iGaming market in Ontario.

Back in April, Atlantic Lottery commissioned two new reports questioning a potential link between legalising online gambling and an increase in problem gambling.

The lottery corporation has said player protections would be built into the website, but MacMaster also voiced concerns about gambling in general.

“There’s always been debate over if you’re going to have gambling, if the government is going to be offering it, what are you going to do to help those who might fall into problem gambling situations and the impact it would have on not only them but their families.”
